Retaliation?

My manager gave me a high score for evaluation. My manager then left the company the week they decided upon raises. My new manager was her boss, let’s call him Ralph. I had recently gone to HR because I felt uncomfortable working with Ralph because of his behavior towards me in our skip level. My annual salary increase should’ve been 5% based on my original boss’ score - this is outlined by our company with documentation. Ralph decided I should only get 3% He surpressed my raise out of retaliation. Do I have a case? Location: in the US, specifically PA and my company is in Canada
