My roommate's boyfriend stole my cat and dumped him.

He also injured one of my foster cats so badly she had to be hospitalised for just over 3 days. I am located i California and he was living in California at the time this happened (roughly three weeks ago). He is now back in Washington living with his parents. He admitted this to my roommate via text message after lying for a full day. He also admitted this verbally to three of his friends. The only proof we have is his text admission, but we know he did this. His mom got involved and refused to pay the medical bill for the injured cat, but did not deny he did this. She will not respond to me. My cat is still missing and because of how often he lies, we aren't sure if he dumped my cat where he said he did, or if he even dumped him alive. I have filed a police report for the theft of my cat, but they would not accept one for the injured foster. I have no idea what else can be done. More than anything else, I really want information on my cat but I cannot get him or his mom to respond to me. I have no idea what the police are doing, if anything, because I don't know if screenshots of a text message admission are enough. What other things can I do to either hold this guy accountable or get information on my cat? What can/can't I share about this online without endangering a potential investigation or risking libel/slander? Can/should I attempt to continue contacting his mom? Can I sue him for any damages without a police report? Any sort of advise at all in any capacity is appreciated.
