Landlord didnt complete inspection and my cat ate rat poison

Location: North Carolina
Just moved into a new house two days ago (spent eight grand to move in just for lease and first month) and found 5 huge rat poison tablets (the green ones that kinda look like candles). Apparently there was still one under the dish washer that my cat go and ate a piece of it and rushed to the ER. Is he required to pay for the vet bills I’m under the impression it’s illegal to put poison in a house without consulting the tenant especially because I have pets that are on the lease. (Also he admitted he didn’t do the full inspection)
I can’t afford the next four days of required treatment for the cat. Over two thousand spent from my bf’s 401k and we will have zero moneys by the end of treatment.
(Had to cancel my dogs very much needed ear appointment and now can’t afford her care because of this crisis still no guarantee my cat won’t die also fyi guys if you have pets I hope you know if you ever wanna call poison control for them you have to wire them hundred bucks for them to help you)
