Just witnessed child neglect, frightened to mandate report

it was around 8:30 PM when my dad heard loud honking outside and he was wondering who was he goes outside and sees an Amazon driver to be holding hands with a toddler. The toddler only had a diaper on. Amazon driver tells my dad that she found the baby walking around the neighborhood and the baby went into the street and the Amazon driver almost hit the baby. So the Amazon driver gets the baby and tries to honk to see who’s baby it was. My dad knew who the baby belonged to so he proceeded to take the baby by the hand and take them home. As my dad proceeds to give the baby away to the family, the family doesn’t say anything and they proceeded to act like it wasn’t a big deal.

my wife had also seen a similar incident in the past with this particular baby. But this one was blatantly Visible. I know that by law, we are to mandate Suspicion for neglect. But my dad’s in fear that if he reports, that our family could potentially be a target against this family. I don’t want to assume, but my observation from this family it seems that We could be a potential hit if we decide to report.

I also want to follow the law and I want to make sure that this baby doesn’t go through anything like this ever again. But I’m also wrestling with putting my family in danger. Just need some advice on how to carry through with this.
