Ex wife accessed my medical records

Location: California I have been officially divorced for 3 years. Recently my ex wife told me she accessed my medical records and was confused as to why she could see them. She accesses over 25 records in total 3 separate incidents spanning 5 months. I pulled the access logs for my account to see what she accessed.

Aug 2025 was first HIPPA complaint in California at the army’s base hospital state she had no power of attorney or other legal permission to do so. Was advised to change my username/password. I don’t have one because I use a common access card to log in. There was nothing further they could do because the ex wife lives in Texas at fort hood.

December 2025 was the second HIPPA complaint at fort hood the process is still currently on going but I did find out she obtained surrogacy/guardian ship of me. She used the parenting plan for our kids to do so. No court records give her guardian ship of me.

I period it to CID they said no federal laws were broken and there is nothing they can do. military police said they can’t do anything because they only have jurisdiction at my base in California. Inspector general office said there is nothing they can do because it’s not their purview. Made a report to the office of civil rights but haven’t heard back from them.

I have all the access logs show her name, date/time stamp and what record she accessed, texts of her telling me she can see my records, California HIPPA report, email chain for the Texas HIPPA report.

Is it worth the trouble of trying to sue the entity that’s in charge of military medical records it’s a government program managed by the Department of Defense. If so what are some things to look for in an attorney for this?
